This ordinance adopts new zoning regulations and detailed design standards, <br /> establishing the Evergreen Way(E-1)zone and the Mixed Use Overlay(MUO)zone. The E-1 zone is <br /> intended to be applied to the entire corridor, and the MUO zone will be located in the areas including and <br /> surrounding the Swift Bus Rapid Transit Stations. Both zones establish much more detailed development <br /> and design standards. The E-1 zone continues to allow auto-oriented businesses,while the MUO zone is <br /> intended to promote transit oriented development, and restricts some uses that are presently permitted in the <br /> existing B-2 or C-1 zone, such as drive-up windows, auto sales businesses and other similar uses. The <br /> development and design standards are intended to improve the quality and character of development within <br /> the commercial corridor,with new standards for landscaping,building design, signs, and will encourage a <br /> greater mix of multi-family residential development. Permitted building height in the new zones is greater <br /> than allowed in the current B-2 and C-1 zones. Greater residential density will be allowed if the applicant <br /> meets the design requirements for density incentives. The new code is intended to transform Evergreen <br /> Way, over time,to a more pedestrian and transit oriented character,and to encourage it to remain a <br /> significant economic asset in the community. The housing and mixed use incentives are intended to support <br /> transit oriented development near the Swift Bus Rapid Transit stations. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt Ordinance Establishing two new Zoning Classifications,the Evergreen Way Zone and the Mixed Use <br /> Overlay Zone, and Amending the Everett Zoning Code, Ordinance No. 1671-89,as amended(EMC Title <br /> 19). <br /> 81 <br />
