I would like to explore channels <br /> where a press release could be issued. <br /> Dave Koenig: There's a difference between op-eds,which is someone's personal opinion, and a <br /> press release which is an official city document that goes through city channels. <br /> Morrie Trautman: We sit on the Commission at the pleasure of the city, so I would want to run any ideas <br /> for public outreach by city Legal to see if we fall under the same regulations. <br /> Dave Koenig: All our boards and commission are advisory. That's the way the city charter is set up. <br /> I do not see that changing. If the goal is to have the Historical Commission as the decision-making <br /> body,that would raise city charter issues. The Library board makes some decisions allowed under state <br /> law,but generally all boards and commissions are advisory. <br /> Mark French: I'm talking more about finding a channel to make a statement about our role. <br /> Sue Walsh: What I am talking about is having the Historical Commission, on behalf of the public,to <br /> make a recommendation to City Council to make a change to the historic overlay zone standards. We <br /> are an advisory commission, so we should advise on what people are saying to us and what we feel is <br /> appropriate. We should make a formal request to the Mayor and City Council that the language of <br /> Section 33.130 be amended to include review by the Historical Commission of new single-family <br /> houses in the overlay zones. That's a perfectly legitimate request to make. <br /> Dave Ramstad: That would be a step forward. <br /> Barb Hardman: That would help make it clearer to the public what authority we have. I would <br /> support making such a request to the Mayor and City Council. <br /> Neil Anderson: Did we have something similar to this in the October or November meeting,Allen? <br /> Allan Giffen: Following the discussion on the 1102 Grand Ave.project,I believe the Commission <br /> asked that the discussion be communicated back to City Council about the way we review projects in the <br /> historic overlay zone. I said I would pass the minutes along which reflected your discussion,and that <br /> was done. There was no specific action requested except that City Council be made aware of your <br /> discussion. <br /> Dave Koenig: I think part of your request was to have a joint meeting with City Council,but we <br /> have not received a response back on that. <br /> Sue Walsh: A formal request would clearly ask for a response. I don't think they are ignoring us,but <br /> they haven't focused on this issue. <br /> Barb Hardman: There are a number of areas in the guidelines which are vague. The notion of <br /> "massing,"for example. That is not clearly defined by lot coverage or something similar. <br /> Dave Koenig: In the case of the 1102 Grand Ave.house, it was a very big lot because of the street <br /> end vacation. That allowed for a big house to be built. For that to occur again,someone might have to <br /> demolish houses to create a really big lot. <br /> Barb Hardman: I was thinking about the section of the guidelines where it talks about the mass of a <br /> new house conforming to the neighborhood,fitting into the neighborhood.
