11 <br /> City of Everett Public Works <br /> Existing Conditions Documentation and Clean Water Act Permit <br /> Application in Support of <br /> Expansion of the Water Pollution Control Facility <br /> Scope of Work <br /> Prepared by ICF <br /> April 12,2012 <br /> Background <br /> The City of Everett,Public Works Department(EPWD) is proposing to expand the existing water <br /> pollution control facility(WPCF)to increase capacity to meet anticipated future sewage and stormwater <br /> treatment needs. <br /> The project will involve expanded mechanical treatment facilities and based on EPWD discussions with <br /> the Corps,is anticipated to result in unavoidable impacts to wetlands regulated under the Clean Water Act <br /> (CWA). <br /> EPWD has requested that ICF Jones& Stokes(ICF)provide existing conditions documentation and a <br /> CWA Section 404/401 permit application in support of this project. This scope-of-work(SOW) identifies <br /> the tasks that ICF will perform and is based on input received from EPWD as a result of the WPCF <br /> Expansion Feasibility Study prepared by ICF for EPWD in June 2011 and subsequent meetings with <br /> EPWD held in late 2011 and most recently on April 9,2012. <br /> ICF has advised EPWD that additional tasks outside this SOW will be required after permit application is <br /> made to the Corps.Tasks outside this SOW are currently anticipated to include an alternatives analysis <br /> and preparation of environmental documents to comply with NEPA and SEPA,as well as documentation <br /> related to City of Everett Critical Areas Ordinance and Shoreline Management Act compliance in order to <br /> achieve federal, state, and local permits for expansion of the WPCF. <br /> ICF would perform the following tasks under this SOW to achieve application to the Corps and Ecology <br /> for CWA Sections 404 and 401 permits: <br /> 1. Wetland Delineation and Wetland Critical Area Report for CWA Sections 404 and 401 permits <br /> 2. Biological Assessment for Informal Endangered Species Act(ESA).consultation <br /> 3. Cultural Resources Assessment for National Historic Preservation Act(NHPA) compliance <br /> 4. Joint Aquatic Resources Application(JARPA)Preparation and related Agency Coordination <br /> 5. Project Management and Coordination <br /> Everett Public Works Department,WPCF expansion 1 <br /> April 12,2012 <br /> 73 <br />
