I <br /> NEW SECTION: COUNCIL COMMITTEES: <br /> A. INTERNAL COUNCIL COMMITTEES <br /> Committees of the Council may be created by a majority of the Council. The President shall <br /> appoint Council members to serve on such committees, the purpose and terms of which shall <br /> be determined by a majority vote of the Council. Council Committees shall be limited to three <br /> members. <br /> Issues that involve setting broad public policy should be handled by the Council as a <br /> Committee of the Whole, or in workshops. <br /> 1. All Council committees should consistently meet in a single location, such as the <br /> Council chambers, or other common public area which is easily accessible to the public, <br /> and should be open to the public. <br /> 2. The meeting time, place and agenda for all Council committees should be posted on the <br /> City's website. <br /> 3. Council committees should maintain minutes, which should be distributed to all Council <br /> members and posted on the City's website. <br /> 4. All Committee meetings shall be recorded, either voice or televised, whenever possible <br /> B. ADMINISTRATIVE COUNCIL COMMITTEES (ADMINISTRATION PROPOSED STRUCTURE <br /> TBA). <br /> The Council is committed to the efficient and effective utilization of administrative staff <br /> resources. The duty of the Council is both to make informed policy decisions that are in the <br /> best interest of our citizens and to have sufficient legislative oversight of governmental <br /> activities to support a system of checks and balances that ensure good stewardship of public <br /> funds. <br /> 1. The council will work with the Administration to determine the most effective structure <br /> for committee meetings and /or meetings of the Council as-a-whole to effectively fulfill <br /> the Councils legislative and oversight duties. <br /> 2. Issues that involve setting broad public policy should be handled by the Council as a <br /> Committee of the Whole, or in workshops. <br /> 3. To facilitate the orderly presentation of public comments, those wishing to speak should <br /> complete a speaker sheet before the start of the meeting and present it to the Council <br /> Administrative Coordinator. <br /> B. All public comments at the start of the council meeting should be limited to issues not on <br /> the formal agenda; public comments on specific items on the agenda shall be allowed <br /> before council action is taken on those items. <br /> 4 <br /> 4 <br />
