6.1 ELECTRIC ENERGY <br /> 6.1.1 Threshold <br /> The PUD No. 1 forecasts an adequate supply of electricity for the SW Everett Subarea. Special Property Use <br /> permits are required for aboveground utility facilities. These reviews will address landscaping and screening,view <br /> and compatibility issues. <br /> 6.1.3 Mitigation Measures: None <br /> 6.2 NATURAL GAS <br /> 6.2.1 Threshold <br /> View issues must be addressed in the Review Process II or III application for aboveground utilities. <br /> 6.3 NON-RENEWABLE RESOURCES <br /> 6.3.1 Threshold <br /> New mining activities are not addressed in this SEPA review. <br /> 6.3.3 Mitigation Measures <br /> 1. Mining sites must comply with the Department of Natural Resources reclamation requirements. On sites with <br /> existing mined slopes which are not subject to DNR regulations, slopes must be remediated to 1.5 horizontal <br /> 1 vertical(1.5H:1V),except for glacial till slopes which can be remediated to 1H:1V slope if approved by a <br /> qualified geotechnical engineer. All remediated slopes must be covered with top soil material that will <br /> support vegetation,jute matting or equivalent;and be revegetated with hydroseed,groundcover and shrubs. <br /> (SEPA Earth and Water Policies) <br /> Section 7: ENVIRONMENTAL HEALTH <br /> 7.1 NOISE <br /> 7.1.1 Threshold <br /> All development in Everett must be in conformance with the requirements of EMC 20.08,the Noise Control <br /> Ordinance. Noise studies may be required to determine if a_proposal is in conformance with the ordinance. <br /> Engine run-up noise is exempt during daytime hours from the City and County noise regulations,but can result in <br /> significant short-term noise levels in residential areas. Boeing is permitted to add additional engine run-up <br /> stations provided a noise study is completed which documents that noise levels will not exceed those established <br /> in the 1991 EIS for the Boeing Expansion. <br /> Other than noted above, any use that is exempt or partially exempt from EMC 20.08 and that exceeds the <br /> standards in EMC 20.08,including new jet engine run-up stations, must submit additional SEPA analysis of noise <br /> K <br />
