6.1 ELECTRIC ENERGY 6.1.1 Threshold The PUD No. 1 forecasts an adequate supply of electricity for the SW Everett Subarea. Special Property Use permits are required for aboveground utility facilities. These reviews will address landscaping and screening,view and compatibility issues. 6.1.3 Mitigation Measures: None 6.2 NATURAL GAS 6.2.1 Threshold View issues must be addressed in the Review Process II or III application for aboveground utilities. 6.3 NON-RENEWABLE RESOURCES 6.3.1 Threshold New mining activities are not addressed in this SEPA review. 6.3.3 Mitigation Measures 1. Mining sites must comply with the Department of Natural Resources reclamation requirements. On sites with existing mined slopes which are not subject to DNR regulations, slopes must be remediated to 1.5 horizontal 1 vertical(1.5H:1V),except for glacial till slopes which can be remediated to 1H:1V slope if approved by a qualified geotechnical engineer. All remediated slopes must be covered with top soil material that will support vegetation,jute matting or equivalent;and be revegetated with hydroseed,groundcover and shrubs. (SEPA Earth and Water Policies) Section 7: ENVIRONMENTAL HEALTH 7.1 NOISE 7.1.1 Threshold All development in Everett must be in conformance with the requirements of EMC 20.08,the Noise Control Ordinance. Noise studies may be required to determine if a_proposal is in conformance with the ordinance. Engine run-up noise is exempt during daytime hours from the City and County noise regulations,but can result in significant short-term noise levels in residential areas. Boeing is permitted to add additional engine run-up stations provided a noise study is completed which documents that noise levels will not exceed those established in the 1991 EIS for the Boeing Expansion. Other than noted above, any use that is exempt or partially exempt from EMC 20.08 and that exceeds the standards in EMC 20.08,including new jet engine run-up stations, must submit additional SEPA analysis of noise K
