G. In the case of a motion to "Call for the Question," council member making the motion must first be recognized by the President. <br /> The motion must receive a second. If the motion receives a second, the presiding officer will entertain discussion on the motion. <br /> If the motion receives an affirmative vote of the majority of those voting, vote will be taken on the main motion. If the motion fails, <br /> further discussion will occur on the main motion. <br /> NEW SECTION: FILLING VACANCIES <br /> Unless a Majority of the Council determine otherwise, when a vacancy exists pursuant to Section 2.5 of the City Charter, the <br /> presiding officer shall publicly state the vacancy at the earliest regular meeting of the Council and announce the following process to <br /> fill the vacancy. Council shall invite all interested and qualified persons to apply for the vacant position in a written form approved by <br /> the Council. The form shall be submitted to the City Clerk at a time and date determined. The Council President shall schedule a <br /> special public meeting for the purpose of interviewing each of the candidates. Upon completion of the interviews, Council shall meet <br /> in executive session as permitted by law to discuss the qualifications of the respective candidates. Immediately upon completion of <br /> the executive session, Council shall cast its vote on the candidates in open public meeting; should no candidate receive at least four <br /> votes, then the candidate receiving the least votes shall be dropped from consideration and Council will vote again as between the <br /> two remaining candidates. The person so selected shall take office immediately upon taking the oath of office. If, after thirty days <br /> have passed since the occurrence of a vacancy, and the council has been unable to agree upon a person to be appointed to fill the <br /> vacancy, the mayor or in his or her absence, the mayor pro tempore, may make the appointment from among the persons nominated <br /> co by the members of the council pursuant to section 2.5 of the Charter. <br /> NEW SECTION: EXECUTIVE SESSION <br /> Minutes for Executive Session shall be taken by the City Clerk. Council members shall not record or take notes during Executive <br /> Session in any manner unless authorized by a majority of the Council. All documents shown to Council members during Executive <br /> Session shall be returned to the City Attorney. A copy of any recording or notes shall be provided to the City Attorney and shall be <br /> considered a public record. Members shall keep all information discussed in Executive Session confidential, provided that nothing <br /> shall prevent members from disclosing any discussions that violate the Open Public Meeting Act.
