'Roll Call <br /> •Flag Salute <br /> •Approval of Minutes <br /> •Mayor's Comments <br /> •Council's Comments <br /> 'City Attorney <br /> 'Citizen Comments- Citizens may speak on any item that is not on the agenda. <br /> •Council Briefing Agenda: Prospective Council agenda items or informational items. Matters of importance that should be publicly <br /> discussed at a Council meeting held prior to the meeting where action is to be taken. <br /> 'Proposed Action Agenda: Items appearing on Council's upcoming agenda requiring Council action but not requiring lengthy staff <br /> presentation <br /> 1.Consent Items: consisting one or more of the following items: Street closures,Acceptance of gifts and donations, approving final <br /> plats, authorization of Community Development Block Grant program agreements with approved agencies, approving and accepting <br /> grants, and other such actions. Items requiring no Council discussion, simply a yes/no vote. Any Council Member may have a <br /> matter removed from the Consent Agenda for separate consideration upon notice to the Presiding Officer. <br /> 'Action Items: Items where there may be discussion as well as reports by staff. <br /> 'Executive Session <br /> 'Adjourn <br /> Besides serving other purposes, I (Council Briefing Agenda) and J(Proposed Action Agenda) are intended to serve as the time for the <br /> Council to be acting in the capacity of a committee as a whole. <br /> (REMOVED SECTION REFERRING TO TELEPHONIC PARTICIPATION) <br /> NEW SECTION: REMARKS AND DEBATES. In presiding over the Council Meeting, the Presiding Officer will endeavor to provide <br /> council members the opportunity to make comments and raise questions. Absent a majority vote by council members to the contrary, <br /> the Presiding Officer will make procedural rulings in accordance with the provisions of these rules. <br /> • Speaking to a Motion. Members shall use courtesy when discussing and commenting on issues with other members, the staff and <br /> the public. <br /> 'Questioning. Any member of the Council shall have the right to question any individual, including members of the staff, on matters <br /> germane to the issue properly before the Council. <br /> Calling the question. Any member may move to "call the question" after debate begins. Violations. The Council has power under <br /> state law to impose punishment on its members for violations of Council rules. If a member of the Council violates these rules, the <br /> presiding officer shall call such member to order, in which case such member shall be silent except to explain or continue in order. If <br /> the presiding officer violates these rules or fails to call such member to order, any other member of Council may, under point of order, <br /> call the presiding officer or such other member to order, in which case the presiding officer or such member, as the case may be, <br /> shall be silent except to explain <br />
