6:56:58 PM <br /> Mr. Giffen responded an existing multifamily condominium development which is permitted under the <br /> R-3 zone. The City did not solicit the condominium association about changing the zoning. The City felt <br /> that since the condos were owned by quite a few different property owners the City did not feel there <br /> was a need to change the zoning. <br /> 6:57:29 PM <br /> Commissioner Sand asked if the Evergreen Way rezone had to be completed before the changes are <br /> made. He also asked if the Evergreen Way rezone was held back for any reason,would the docket items <br /> have to be held back also. Mr. Koenig stated that the Evergreen Way rezone action will move forward; <br /> however,the properties can't be zoned to E-1 until the E-1 zone is established through the Evergreen <br /> Way Revitalization Plan efforts. That Plan should be approved first before the Comprehensive Plan <br /> docket items. Mr. Giffen responded that if the Evergreen Way action was held up,then the <br /> Comprehensive Plan docket item for this property could not move forward. <br /> 6:58:16 PM <br /> Chair Sosin asked about the Warriner property topographic change between t subject property and <br /> the property next door. She asked if the 15 foot elevation was reinforced at . . Mr. Koenig responded <br /> that there was a retaining wall; however,the access to the site is taken fro an alley in the back. So <br /> there is an alley between the home on the hill and that little parcel. Parki : would come off the alley in <br /> the back. Mr. Larsen showed the graphic of the site. Mr. Koenig stated at parking could come off the <br /> alley with a small office in front or a commercial use with parking uncle, eath. <br /> Commissioner Alder arrived. <br /> 7:00:23 PM <br /> Commissioner Adams asked if the recommendation suggested e removal of the building in order to <br /> allow the rezone to go through. Mr. Koenig added that the Ci had suggested removal or fixing up the <br /> structure. <br /> 7:01:52 PM <br /> Commissioner Jordison appreciated that fact that there as an effort to save some of the old houses <br /> along Evergreen Way because of the historical character. <br /> 7:02:41 P M <br /> Commissioner Alder referred to the Firehouse rez, e and stated that redevelopment of the property is <br /> subject to seismic upgrades. She asked if there -re concessions for these properties that are rezoned <br /> to help the owners with those types of require ents which add a financial burden to the cost of <br /> development. Mr. Giffen responded that the'.sue before Planning Commission is the land use change <br /> and that the structure would have to comply ith all applicable Building Codes when the redevelopment <br /> occurs. <br /> 7:04:55 PM <br /> Commissioner Sand asked why the appl' ant preferred the B-1 zoning which appeared to him to be <br /> quite a bit more restrictive than the B- zoning. Mr. Koenig responded that the property owner <br /> preferred the range of uses under the B-1 zoning. The B-2 zone allows for drive up windows and the City <br /> wanted to discourage those types of ses from the Firehouse property location.
