CITY OF EVERETT <br /> PLANNING COMMISSION <br /> RESOLUTION NO. 12-03 <br /> A Resolution Recommending City Council Approve <br /> A Change to the Text of the Comprehensive <br /> Plan by Adopting the Parkes Update to the <br /> Parks and Recreation Element <br /> Parks Plan Update <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act, and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis, and <br /> WHEREAS, the City of Everett initiated its 2011-2012 annual comprehensive plan amendment <br /> process in July of 2011, which included consideration of Land Use Map amendments,rezone <br /> applications, and the text amendment found herein, and <br /> WHEREAS, Everett Parks Department has filed a docket request with the City to amend the text <br /> of the Everett Comprehensive Plan by replacing the existing Parks Element with a revised <br /> version put forth by the Parks Commission, and <br /> WHEREAS, the City regularly updates the various chapters of the Comprehensive Plan in order <br /> to keep the document timely and of value to the public and City decision makers; and <br /> WHEREAS, the Planning Commission held a public hearing on the matter on March 6,2012, at <br /> which time the Commission heard testimony from the Parks Department, observed staff's <br /> presentation, heard from the public, and considered various aspects of the proposal. <br /> WHEREAS,THE PLANNING COMMISSION FINDS: <br /> 1. The purpose for the requested update to the Parks and Recreation Element of the <br /> Comprehensive Plan is to help keep the Comprehensive Plan up to date, and to better serve the <br /> needs of the public, service agencies, and organizations that use the Park System. <br /> 2. The requested Comprehensive Plan text amendment supports, and is written to coordinate <br /> with,the range of actions and strategic planning carried out by the Parks Department through use <br /> of the Parks and Recreation Element of the Comprehensive Plan,the Parks Strategic Plan, and <br /> the Parks Capital Facilities Plan. <br /> Planning Commission Resolution 12-03 Page 1 <br />
