8 <br /> 2. The requested action is supported by,or consistent with,Comprehensive Plan Policy 2.2.6. <br /> (e),because it is a location oriented to the shopping and service needs of the Everett community, <br /> and it no longer is well suited to function as a residential site due to changes made to this site <br /> over time, as Evergreen Way was widened. (findings 2 and 4) <br /> 3. Circumstances related to the subject property and the area in which it is located have changed <br /> sufficiently since adoption of the Land Use Element to justify a change to the proposed land use <br /> designation. Specifically: (1)Population in the area has increased,(2)Increasing traffic <br /> volumes,and(3)the lot area has been reduced due to widening of Evergreen Way to the point <br /> where it can no longer function as a viable residential site. (finding 2 and 4) <br /> 4. There are no erroneous assumptions or new information regarding this action known at the <br /> time this action was taken. (findings 1,2,4, 6 and 9) <br /> 5. The change promotes a more desirable land use pattern because the use will support the local <br /> area and the greater community. Serving the needs of the local area in this way is a goal of the <br /> Comprehensive Plan. (findings 1,2,4,5 and 7) <br /> 6. The proposed land use designation should not be applied to other properties in the vicinity <br /> without first meeting the policy stipulations of the Comprehensive Plan on their own merit, <br /> considered separately from this action. Therefore approval of this application does not constitute <br /> a granting of special privilege. Specifically,the reduction in size of this specific site is unique <br /> condition. (finding 4) • <br /> 7. Due to topography of the site,with the land sloping up as one travels from Evergreen Way to <br /> the east,means any impacts of the change in use allowed by this action will be minimized on <br /> other properties, and thus help assure compatibility though land use transitions from the corridor -- - - <br /> --- --- .------to-quieter-residential-areas-to•the-east.--(findings-1,-2;4;and-9)---- -- ----- ------ <br /> 8. The change of the land use designation will not pressure other properties in the vicinity to do <br /> the same because the area to the south is an established shopping center,and an established <br /> church lies to the north. (findings 2 and 4) <br /> 9. The proposal is to amending the Comprehensive Plan land use map designation from 1.6 <br /> (Multiple-Family)-to-4:-4-(-Mired Lyse-Commercial/Multipl-e Family)-as-depicted-in-Exhibit-A, <br /> and to change zoning from R-3 (Multiple Family)to E-1 (Evergreen Way) as depicted in Exhibit <br /> B. (finding 3) <br /> 10. The public health, safety and welfare would be provided for by passage of this Ordinance. <br /> (findings 1,2, 3,4,5, 6,7, and 8) <br /> 11. This proposed Comprehensive Plan amendment and rezone promotes the best long term <br /> interest of the Everett Community. (findings 1,2, 3,4, 5, 6,7 and 8) <br /> - 3 - <br /> 71 <br />
