Introduction: <br /> The request before City Council is to approve an update to the text of the Comprehensive <br /> Plan by replacing the current Parks and Recreation Element with the revision found in <br /> your docket background packets. <br /> B. Background: <br /> 1. The Parks Department staff worked with the Parks Commission on the update to the <br /> Park Plan. The Parks Commission has recommended approval of the attached Draft <br /> Plan. The legislative draft of the Park Plan Element revision is in the background <br /> packet. <br /> 2. Planning Commission has recommended approval of the proposed text update to the <br /> Comprehensive Plan,Parks and Recreation Element. <br /> C. Correspondence: <br /> See attached citizen comment letter,with response from the Parks Department Director. <br /> D. Affect of text change: <br /> Changes to Parks Plan include: <br /> 1. Vision and Mission Statement added, and <br /> 2. Cultural element moved, and <br /> 3. Expanded/revised action plan,and <br /> 4.
