'telephonically, the first Council member to notify the City Council office shall be the one to attend telephonically. <br /> •At any meeting where a Council member is attending telephonically there shall be a telephone device that allows the voice of the <br /> Council member on the telephone line to be heard by everyone present in the meeting room and that allows the Council member who <br /> shall identify himself or herself before speaking. The Council member on the telephone line shall notify the others if he or she is <br /> about to disconnect from the call. A council member who is connected remotely to the telephone line in the meeting place shall be <br /> considered to be actually present at that meeting for the period of time he or she is so connected, and that presence shall count <br /> toward a quorum of the committee or study session for all purposes. <br /> SECTION 2: MEETINGS —AGENDA — ORDER OF BUSINESS <br /> The place, date and time of the Council meetings shall be in accordance with Section 3.2 of the Charter, Ordinance No. 3170-10 of <br /> the City and State law. The Council agenda will contain basically the following, provided deviation from the following is permitted: <br /> Call to Order <br /> 'Roll Call <br /> 'Flag Salute <br /> 'Approval of Minutes <br /> 'Mayor's Comments <br /> 'Council's Comments <br /> of 'City Attorney <br /> 'Citizen Comments for any item not on the agenda. <br /> 'Council Briefing Agenda: Prospective Council agenda items or informational items. Matters of importance that should be publicly <br /> discussed at a Council meeting held prior to the meeting where action is to be taken. <br /> 'Proposed Action Agenda: Items appearing on Council's upcoming agenda requiring Council action but not requiring lengthy staff <br /> presentation <br /> 1.Consent Items: consisting one or more of the following items: Approval of minutes, Street closures, Call for Bids or Request for <br /> Proposals,Appointments to Boards, Commissions, and Advisory Bodies,Acceptance of gifts and donations,Adoption of resolutions <br /> fixing dates for hearings and appeals, approving final plats, authorization of Community Development Block Grant program <br /> agreements with approved agencies, approving and accepting grants, and other such actions. Items requiring no Council discussion, <br /> simply a yes/no vote. Any Council Member may have a matter removed from the Consent Agenda for separate consideration upon <br /> notice to the Presiding Officer. <br /> 'Action Items: Items where there may be discussion as well as reports by staff. <br /> 'Executive Session <br /> 'Adjourn <br /> Besides serving other purposes, G (Council Briefing Agenda) and H (Proposed Action Agenda) are intended to serve as the time for <br /> the Council to be acting in the capacity of a committee as a whole. <br />
