1,7/ � <br /> � <br /> CITY OF EVERETT ��/ � 57/-71' <br /> RESOLUTION NO. <br /> A Resolution acknowledging completion of the Transfer of <br /> Development Rights (TDR)report by the City's consultant team, and <br /> authorizing City staff to explore the potential for an interjurisdictional <br /> TDR program with Snohomish County. <br /> WHEREAS,the City Council adopted Resolution No. 6292 in support of a grant <br /> application request to the Washington State Department of Commerce on July 21, <br /> 2010,to fund an economic feasibility study to determine the potential for enacting a <br /> transfer of development rights program in partnership with Snohomish County; and <br /> WHEREAS, in Resolution No. 6292,the City did agree to review and consider <br /> enacting a TDR pilot program to receive development rights from the County if the <br /> feasibility study determines that such a program is financially viable and changes to <br /> existing City policies and regulations required to ensure program success are,in the <br /> City's opinion,in the best long term interests of the City; and <br /> WHEREAS,the City issued a Request for Qualifications(RFQ)to determine <br /> consultant teams with the expertise to conduct the economic and land use analysis <br /> required; and <br /> WHEREAS,the RFQ process resulted in the City contracting with Property <br /> Counselors, Inc. and Makers, Inc. to conduct the analysis; and <br /> WHEREAS,the analysis of existing City regulations and potential changes to <br /> regulations that could result in making TDR economically more viable determined <br /> that there may be a few areas and land use zones that could work as receiving areas <br /> for accepting development rights transferred from agricultural and forestry lands in <br /> unincorporated Snohomish County; and <br /> WHEREAS,the feasibility analysis also evaluated the potential for a regional TDR <br /> program initiated by the State Legislature under ESB 5253 and the potential to fund <br /> infrastructure improvements in the City of Everett through tax increment fmancing in <br /> TDR receiving areas; and <br /> WHEREAS,the consultant team has completed the analysis and prepared a report <br /> identifying locations where TDR may be feasible in the City of Everett; and <br /> WHEREAS,the consultant has presented the result of the report to the Planning <br /> Commission at their meeting of April 17, 2012; and <br /> WHEREAS,the full report has been transmitted to the City Council; and <br /> WHEREAS,the City Council finds the following: <br /> 1 <br /> 20 <br />
