Ted Budden <br /> From: Ted Budden <br /> Sent: Monday, November 18, 2013 2:57 PM <br /> To: Tony Lee <br /> Cc: Kevin Fagerstrom; Cynthia Keirsey <br /> Subject: 1115 North Broadway "Everett Motel" <br /> Tony, <br /> Here is a brief summary of the inspection observations conducted on 11/7/13 and 11/18/13 at 1115 North Broadway <br /> "Everett Motel." <br /> On 11/7/13 inspections were conducted by Electrical inspectors Tim Alaniz, Mike Bearda and myself, accompanying us at <br /> this inspection was Code enforcement officer Cindy Keirsey.This inspection focused primarily on the south retail <br /> portions of the complex and a portion of the main occupied motel building where access was granted by the occupants. <br /> During the course of the inspection numerous code violations were observed including but not limited to: <br /> 1. Unsafe electrical conditions and code violations including open wiring connections,flexible cords used for permanent <br /> wiring, inadequate clearances and working space at electrical equipment, concealed connections, electrical work that <br /> has obviously been performed without required permits, overloaded electrical circuitry. <br /> 2. Unsafe and unsanitary plumbing system that is leaking raw sewage into the building. Unpermitted plumbing <br /> installations, damaged, leaking and deteriorated plumbing fixtures. <br /> 3. Damaged, decaying and deteriorated structural members at the perimeter exterior portion of the building. Damaged, <br /> deteriorated, and decaying exterior wall finishes, windows and roof systems. Missing and non working smoke alarms. <br /> On 11/18/13 we returned to the site to conduct a more comprehensive inspection of the main building and the other <br /> two remaining buildings. <br /> Access was granted to a number of the occupied residential units, here it was discovered that additional violations exist, <br /> including and not limited to: <br /> 1. Unsafe electrical conditions and code violations such as overloaded circuits, ungrounded receptacles, damaged <br /> luminaries, damaged and unsafe electrical equipment, broken and missing smoke alarms. Flexible cords being used for <br /> permanent wiring. <br /> 2. Leaking, damaged, and unsanitary plumbing fixtures were present in several units. <br /> 3. Smoke alarms were missing and or broken in several units. Required ventilation in several units was not being <br /> provided. Doors were missing to toilet rooms as required by code. Damaged and inoperable windows were observed <br /> throughout the facility. Cooking and food preparation equipment was observed in several units where the building is not <br /> designed for and is not suitable for this activity. It was observed that the mechanical room that serves the main building <br /> has combustion air deficiencies, electrical hazards, and plumbing violations. <br /> In summary, this facility has numerous major code violations and conditions that are defined by the International <br /> Property Maintenance Code as "Unsafe Structures and Equipment." <br /> I highly recommend and support Condemnation of this facility. <br /> Ted Budden <br />
