Planning Commission Meeting Minutes <br />August 4, 2015 Public Hearing <br />(Planning Commission will take action on the minutes on August 18, 2015) <br />Item 1: Public Hearing on Smith Island Annexation — Zoning, SMP Designation <br />Niels Tygesen, Planning staff, presented a city of Everett base map and a vicinity map which showed the <br />Smith Island annexation area. The annexation area consists of 2 parcels and a portion of Union Slough <br />totaling 27.35 acres. On October 2011, the City submitted an application to Snohomish County <br />requesting an expansion of the municipal urban growth area (MUGA). The request was made in <br />response to a joint intertidal wetland restoration project between the Corps and City. The City's portion <br />of that restoration project is an advanced mitigation area that provides wetland impact mitigation for <br />future dike improvements and repairs, and mitigation for future expansion of the Water Pollution <br />Control Facility. <br />In February 2012, the City issued a DNS on the proposed land use and zoning designations for the MUGA <br />expansion, and in August 2012, City Council adopted Ordinance 3288-12 which established the land use <br />designation as 2.8. Snohomish County moved forward with the City's request as a docket item, and in <br />June 2015, the County adopted Ordinance #14-131 which added the area to the City's MUGA. Last <br />week, Everett City Council passed Resolution #6882 on the City's intent to annex the area. He presented <br />an aerial on the Smith Island Estuary Restoration Project which showed the location of the City's <br />property, the County's property, the current dike alignment, the proposed setback dike, and the <br />previous Corps/City wetland project area. <br />Mr. Tygesen stated that the resolution recommends that City Council adopt the A-1, Agriculture Rural <br />Flood Fringe District zoning, and adopt interim Snohomish County Shoreline Management Program <br />(SMP) Resource and Aquatic designations for the subject area. He presented a map which showed the <br />adjacent zoning designation and a graphic on the existing Snohomish County Shoreline Environment <br />designations. <br />The City Council will be asked to take action on an annexation ordinance, a zoning ordinance, and an <br />ordinance adopting the interim SMP designations. Once the Mayor signs the Ordinances, they are sent <br />to the State Office of Financial Management for certification. <br />Commission Discussion <br />Chair Stewart stated that she would like to add the total acres involved in the annexation to the second <br />whereas in the resolution. She asked if there were any other comments. There was no response. <br />Citizen Comments <br />None <br />
