By September 2002, grant funds had been secured, an <br />RFP for design had been issued and KPFF Consulting Engineers had completed a Stage 1 Pre -Design. In <br />October 2003, the initial grant funds were supplemented by a congressional eannark and Port of Everett <br />contribution bringing total funding to $974,940. <br />In an attempt to make the project economically feasible, the project was re -scoped with two phases: Phase 1 <br />as the Henry M. Jackson Pedestrian Bridge connecting Jackson Park with City -owned property on the <br />Snohomish River shoreline and Phase 2 as the Snohomish River Pedestrian Bridge which would complete <br />the river crossing. Between October 2005 and April 2007, KPFF completed a Stage 2 Type, Size and <br />Location Study and the Public Works department continued to search for external construction funding. At <br />the end of July 2013, KPFF had completed the Stage 3 30% Design, Environmental Doctmzents and <br />Geotechnical Report for project construction. <br />Unfortunately, the City was unable to obtain construction funding for the project which is estimated to be <br />nearly 5 million dollars. Federal funding rules dictate that if a project doesn't advance to construction within <br />a certain timeframe, a portion of those grant funds have to be repaid.
