Encore 41 LLC, Respondent, is the owner of property at 27 112th Street SE, Everett, <br /> Washington (property). Lance Harvey is the registered agent for Encore 41 LLC. <br /> According to the Snohomish County Assessors records ownership of the property <br /> was transferred from Encore 41 LLC to Swaran Singh and Baljit Kaur on July 31, <br /> 2015. The property is in an R-1, Single Family Low Density Residential zone as <br /> established by the City of Everett. On July 30, 2015, Ted Budden, City of Everett Building Division, contacted City of <br /> Everett Code Enforcement and requested a notice to stop work and an unlawful <br /> structure placard be posted on the property for the work being performed on the I <br /> property. The work was not being done with required City permits. The notice <br /> informed the Respondent that to do said work was unlawful and in violation of City <br /> ordinances. City of Everett Code Enforcement Officer Kevin Fagerstrom posted the property <br /> twice on July 30, 2015 because the original posting had been removed. While posting the notices on the site on July 30, 2015, Officer Fagerstrom observed <br /> and photographed a concrete slab that had been poured in the rear yard and that j <br /> alterations to the structure continued to be performed on the residential structure on <br /> site. The Respondent had not applied for, or obtained, required City permits for the <br /> work completed on site.
