EXHIBIT A <br /> SCOPE OF WORK <br /> City of Everett proposes to expand the existing Evergreen Library located at 9512 Evergreen Way in Everett, <br /> Washington. The expansion will increase the size of the existing 8,595 square foot library by 5,552 square feet. The <br /> expansion will include extending the existing one story library structure into the lawn covered area to the west and <br /> the landscaped area to the east,as well as,expanding the South parking area by demolishing the existing duplex to <br /> the southwest property corner. The U.S.G.S. geologic map for the local area indicates that the project site is <br /> underlain by glacial till soils. The City of Everett requires geotechnical recommendations to support the design of <br /> the proposed addition and associated parking lot. <br /> HWA Geoscience,Inc.will review existing readily-available geotechnical and geologic information in the project <br /> area. This will include a review of online databases and geologic maps. <br /> • Plan Field Exploration Program: HWA shall plan an appropriate field exploration program HWA shall <br /> coordinate with local drillers to determine the best drilling equipment for each exploration,given the site constraints <br /> and exploration objectives. <br /> • Generate Field Exploration Figure:HWA shall generate a field exploration figure that shows the location of <br /> our proposed field explorations. This figure will be used to convey critical information to the city for approval of our <br /> explorations. <br /> • Conduct Utility Locates: Prior to conducting our field explorations HWA will call for utility locates. In <br /> addition,HWA will also retain a private utility locating service to clear the proposed exploration locations on private <br /> property and coordinate with the owner's representative regarding utility layout. <br /> • Conduct Subsurface Explorations: Upon approval, HWA shall conduct the proposed field exploration <br /> program,which includes one day of hand explorations and dynamic cone penetration(DCP)tests. The hand <br /> explorations and DCP tests will be conducted within the footprint of the proposed additions and within the limits of <br /> the proposed parking lot. Hand explorations will be excavated to depth ranging from 3 to 10 feet below the ground <br /> surface,depending on the soil conditions encountered. <br /> • Generate Exploration Logs and Assign Laboratory Testing: HWA shall prepare summary boring logs and <br /> perform laboratory testing to evaluate relevant physical properties of the site soils. Laboratory testing will include <br /> moisture contents and grain-size distributions. All laboratory testing will be performed in general accordance with <br /> the corresponding ASTM procedures. <br /> • Complete Geotechnical Engineering Assessment: HWA will complete geotechnical analysis to assess the <br /> geotechnical conditions of the site and identify any geotechnical issues that will need to be addressed during design. <br /> This assessment will include foundation bearing capacity, subsurface drainage,pavement design <br /> • Geotechnical Engineering Report: HWA will generate a geotechnical engineering report that will contain <br /> the results of the geotechnical engineering investigation,including description of surface and subsurface conditions; <br /> a site plan showing exploration locations and other pertinent features;summary exploration logs;and laboratory test <br /> results. The report will provide a narrative and geotechnical recommendations for each of the above described <br /> geotechnical aspects of the project. <br /> • Project Coordination Meetings: HWA will attend up to one project coordination meeting at the City of <br /> Everett offices. This meeting will be meant to convey the geotechnical considerations of the site to the City and <br /> possible design team. <br /> • Final Geotechnical Engineering Report: Upon receiving review comments from the City and the design <br /> team,HWA will finalize and stamp our geotechnical engineering report. <br /> Page 12 <br /> (Form Approved by City Attorney's Office January 7,2010,updated June 15,2014) <br />
