Rather than construct and operate its own
jail,Everett has met this need through a series of interlocal agreements with Snohomish County, which
operates the Snohomish County Jail and provides jail services for most cities in Snohomish County. The
proposed Interlocal Agreement would be in effect until December 31; 2015. Under the agreement, as in
previous agreements, the city is charged a booking fee for each person booked into jail and a daily housing
fee for each day the person remains in jail, currently$92.70 and$64.38,respectively. Annual increases areL
set at 90%of the Bureau of Labor Statistics Consumer Price Index (Urban Wage Earners)but no more than
three percent. The City is also responsible for costs incurred by the County for necessary medical services
for City inmates.
RECOMMENDATION: Authorize the Mayor to execute the Interlocal Agreement for Jail Services with
Snohomish County.
11
