RECOMMENDATION(Exact action requested of Council): • Accept the Transmission Line 4 Cathodic Protection Project as complete and authorize the Mayor to sign the Certificate of Completion with SRV Construction allowing the release of the retainage held in escrow with Whidbey Island Bank. • 57
