I Planning Commission Meeting Minutes <br /> July 17, 2012 <br /> 9:15:52 PM <br /> Commissioner Olivers asked Mr.Sikov if he only supported the concept as long as it only applied to the <br /> area east of the railroad. Mr.Slkov was concerned that there were no side streets to park west of that <br /> area. He commented that the parking survey probably covered the overall area and wondered if the <br /> area was studied on a piece by piece basis. He felt that you would see a higher percentage of occupied <br /> spaces closer to Broadway and a fewer number of spaces occupied as you went towards the freeway <br /> which would average out to look like there is plenty of space. <br /> 9:19:04 PM <br /> Chair Sosin acknowledged that the area by the train tracks does create an area that has limited parking; <br /> however, it is not a prohibitive distance to side streets. Chair Sosin asked if there were time limits for <br /> parking in that area. Mr. Giffen responded that he did not have the answer and he can find out more <br /> about the time limits in that area; however,the code amendment concerned off-street parking <br /> standards in the area. If Planning Commission wanted to consider something other than what staff has <br /> proposed, Commissioners could ask that the limits of the code amendment end at Virginia Avenue. <br /> Chair Sosin did not want to make any changes to what was proposed for the off-street parking standards <br /> but as a separate item, if there was a critical issue of parking in that area Traffic Engineering may have to <br /> take another look. She was sensitive to the concerns of Mr.Sikov. <br /> 9:21:56 PM <br /> Commissioner Sand was concerned about the dissimilar uses and intensity of uses that could occur in <br /> that area on Hewitt Avenue. There was reference in the study about ongoing monitoring and he did not <br /> see that referenced or a process outlined that would revert the area back if parking became an issue in <br /> the code amendment. Mr.Giffen responded that typically in the land use standards,the City does not <br /> include the monitoring requirement in the Code; however,when there are problems and they are <br /> brought to the City's attention, staff would move an amendment forward to Planning Commission. If <br /> too many buildings get converted to higher intensity parking demand type uses,the City could <br /> reconsider the code revision. Commissioner Sand asked if there could be a sunset clause added to the <br /> code amendment. Mr. Giffen responded that he would prefer not to add a sunset clause. <br /> 9:24:54 PM <br /> Chair Sosin asked if there was anyone else who wished to speak. There was no response. <br /> Motion: Commissioner Olivers made a motion to close the public hearing. Commissioner Murphy <br /> seconded the motion. <br /> Vote: Commissioner Sand,yes;Commissioner Adams,yes; Commissioner Olivers,yes; Commissioner <br /> Murphy,yes; Commissioner Chase,yes; Commissioner Jordison,yes; and Chair Sosin,yes. <br /> Motion Carried. <br /> Motion: Commissioner Olivers made a motion to adopt the resolution with a change to the first <br /> whereas in the resolution be amended from December 1, 1966 to December 1, 1956 along with the <br /> dates in Exhibit A. Commissioner Jordison seconded the motion. Commissioner Adams asked for an <br /> amendment to delete the superfluous"and" on paragraph 4 of Exhibit A. <br />
