I <br /> Planning Commission Meeting Minutes <br /> April 17,2012 <br /> Mr.Jimerson stated that the buildable lands study evaluates properties that have the potential for <br /> redevelopment. The methodology compares the value of the improvements on a property to the value <br /> of the land and if the value of the land is higher than the value of the improvements it becomes more <br /> likely to be redeveloped. He referred to the graphic showing the land status as of April 2006 and <br /> explained that the green areas represented properties that did not have redevelopment potential. The <br /> blue areas have a greater potential for redevelopment. <br /> 8:31:29 PM <br /> Chair Sosin asked if there was adequate space for parking on both sides of the street and all streets <br /> within the proposed area boundaries. Mr. Giffen responded yes,with the possible exception of Fulton. <br /> He did anticipate that the summary from the Transportation Department would address the on-street <br /> parking. <br /> 8:31:56 PM <br /> Commissioner Jordison was in support of the proposed amendment but asked if there was a plan to deal <br /> with parking during special events. Mr.Giffen responded that typically the City's traffic staff try to work <br /> with the businesses or property owners in the area where there is a complaint regarding on-street <br /> parking. Some of the solutions could be providing residential permit parking, implement time zones, or <br /> added parking enforcement. <br /> 8:33:13 PM <br /> Commissioner Olivers stated that he is very familiar with the area and felt that there is more than <br /> adequate on street parking unless something is going on at the Comcast Arena and the Events Center. <br /> He asked if Mr. Brick could include a review of parking during those types of events in his summary. <br /> 8:35:07 PM <br /> • Commissioner Adams asked if the use the City was interested in was restaurants. Mr. Giffen responded <br /> that the interest was for businesses in general. <br /> 8:35:54 PM <br /> Chair Sosin asked if the northern boundary could be extended to include Everett Avenue in that one <br /> section north. Mr. Giffen responded that between California and Everett Avenue there is a lot of fairly <br /> dense housing in those blocks,and with Council president's focus on Hewitt, staff felt it would not make <br /> sense to include that area. <br /> 8:37:20 PM <br /> Commissioner Murphy asked how the 200%rule would be interpreted in the event of a two step <br /> change. For example, a manufacturing use changes to an office use, and then one or two years later, <br /> the use changes to a restaurant. Would the 200% rule come from the original use or would the 200% <br /> rule apply to the most recent use. Mr.Jimerson responded excellent point and he will discuss further <br /> with staff. Commissioner Murphy suggested that the City draft language to protect the intent of the <br /> 200%limitation from a two or three step change of use. <br /> 8:43:31 PM <br /> Commissioner Sand stated that he would like to see the purpose and intent for the area in the ordinance <br /> along with the justification for the particular area. <br /> Chair Sosin asked if there were any further comments. There was no response. <br />
