The study indicates that <br /> increased sewer and surface water charges are necessary to provide current level of services and maintain the <br /> utility infrastructure.Additionally,the recent loss of Kimberly-Clark as a major water customer of Everett <br /> Utilities and the State metering requirements coupled with the need to meet water quality, supply,regulatory <br /> and financial obligations require an increase in the water and filtration rates. The total overall utility rates <br /> will increase annually at an average rate of 6.4%from the current charge of$77.40 to $82.24 in 2013, $87.33 <br /> in 2014, $92.99 in 2015 and$99.17 in 2016. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt an Ordinance establishing rates for Everett sewer service and surface water management.rates for <br /> water and filtration for inside and outside City customers,rates for wholesale master meters, and repealing <br /> Ordinance Nos. 3096-08 (EMC 14.04.020) and 3156-09(EMC 14.16.710-13). <br /> 1 <br />
