State <br /> law further requires subsequent changes to the mandatory provisions of the model ordinance to be adopted <br /> by cities with the same effective date. <br /> A city workgroup met earlier this year to update the model ordinance to include changes to RCW 35.102 and <br /> other changes in state law since it was last updated. These changes impact the following areas: <br /> 1) Digital goods definitions&apportionment <br /> 2) Board of director licensing and tax <br /> 3) Special allocation and apportionment provisions for city contracts <br /> 4) Insurance business preemption <br /> 5) First mortgage deduction <br /> The mandatory effective date for these revisions is January 1,2013. <br /> RECOMMENDATION: Adopt Ordinance relating to Business and Occupation Tax, amending Ordinance <br /> No. 2810-04 (Chapter 3.24 EMC), as amended. <br /> • <br /> 1 <br />
