N/A Additional Required N/A DETAILED SUMMARY STATEMENT: The City Council adopted Ordinance No. 3260-12 on February 15, 2012. The Ordinance established a six- month moratorium under RCW 36.70A.390,on the acceptance of applications or issuance of permits for new uses or buildings in order for the City to conduct a re=use planning process for the Central Waterfront Planning Area. On July 25,2012,the City Council adopted Ordinance No. 3277-12 extending the moratorium an additional six months to allow the City to complete the redevelopment planning process. The Planning Commission has conducted a thorough public participation and planning process to develop a redevelopment plan for the Central Waterfront Planning Area. The Planning Commission, at their October 23,2012 meeting, adopted a resolution recommending approval of the subarea plan and implementing land use regulations. This ordinance will adopt the Central Waterfront Redevelopment Plan as a subarea plan of the Everett Comprehensive Plan. The plan is attached as an exhibit to the ordinance. The appendices to the plan are not included in the attached documents,but have been provided separately to the City Council and are available on the Planning Department webpage. A separate ordinance will amend the Zoning Code for the implementing land use regulations. RECOMMENDATION (Exact action requested of Council): Adopt Ordinance Adopting the Central Waterfront Redevelopment Plan as a Subarea Plan of the Everett Growth Management Comprehensive Plan,Amending Ordinance No. 2021-94, as amended. 11
