Kimberly-Clark mill site and other properties in the immediate vicinity, and proposes amendments to the <br /> • <br /> zoning regulations for the properties located within the planning area. This ordinance amends the zoning <br /> regulations of the M-2 zone for properties located west of West Marine View Drive,and of a few parcels <br /> located the Core Residential Area on the east side of West Marine View Drive. <br /> The changes to the M-2 regulations prohibit certain uses that are otherwise allowed in the M-2 zone, and <br /> include more detailed development and design standards intended to promote greater compatibility between <br /> new uses on the former KC mill site and the abutting neighborhoods to the east. Building height limits <br /> would be reduced from 80 feet to 50 feet, with possible exceptions for manufacturing activities requiring a <br /> greater building height. View corridors are established within the extension of east-west street rights-of- <br /> way. On-site public access is encouraged,but not required if it would be incompatible with water-dependent <br /> industrial uses. Regulations to promote compatibility with Naval Station Everett include the opportunity for <br /> • the Navy to review a comprehensive security and public safety plan at time of land use permit review. The <br /> ordinance also repeals the moratorium on land use and building permits that would otherwise expire <br /> February 15, 2013. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Adopt Ordinance Establishing Zoning Regulations for the Central Waterfront Planning Area,Amending <br /> Ordinance No. 1671-89 (EMC Title 19, Zoning),as amended,33and repealing Ordinance No.'s 3277-12 and <br /> 3260-12,as amended. <br />
