In 2013,the Federal Communications Commission(FCC)is requiring all users of 25 kHz
bandwidth systems to move to a narrow band system that operates in a 12.5 kHz bandwidth. To meet this
requirement, Transit must purchase new radio equipment. To ensure full radio coverage over its entire
service area, Transit desires to move from an analog system to a digital repeater system. This system will
allow Transit to continue to meet its communications needs for many years and will allow Transit to separate
fixed route service communications from paratransit service communications, thus significantly improving
both communications and security. In addition, the FCC has stated its intent to ultimately require further
narrow-banding to 6.25 kHz bandwidths sometime in the future, although no date has been established. The
equipment and system that Transit desires to purchase will meet this future requirement without the need for
additional equipment. To facilitate system re-configuration and implementation, Transit proposes to
purchase the necessary equipment and services from Day Wireless using City of Seattle Contract
0000003032. The City has an interlocal cooperative purchasing agreement with Seattle that allows it to make
purchases from their competitively awarded contracts in lieu of the City soliciting bids on its own.
RECOMMENDATION:
Authorize the purchase of Transit radio system equipment and services from Day Wireless using a Seattle
contract for$208,967.09 including Washington State Sales Tax.
75
