Through the <br /> Snohomish County Steering Committee, all the cities recommend a number for each jurisdiction to the <br /> County Council and the County Council will adopt some preliminary targets for the 2015 Comprehensive <br /> Plan updates. After the 2015 plans are adopted,there is a growth target reconciliation process in 2016 <br /> to make adjustments based upon what each jurisdiction adopts in 2015. <br /> 7:42:03 PM <br /> During the preliminary countywide work,the metropolitan (Everett) and core(Lynnwood, Bothell) cities <br /> have indicated that they cannot take all projected growth. The "larger" and "small" cities indicated that <br /> their capacity is about even with the preliminary targets of the regional growth strategy. It was also <br /> determined that the unincorporated UGA's have greater capacity than the RGS preliminary growth <br /> targets. The City said that they would look at accommodating 10,000 more population over existing <br /> capacity for purposes of discussion. Just for purposes of getting the countywide discussions started,the <br /> City added their number with Lynnwood's and Bothell's capacity which indicated that about 30,000 in <br /> population needs to be shifted to other cities or UGA's in the County. Lake Stevens and Mount Lake <br /> Terrace felt that they could take more in population; however, none of the other cities felt that they <br /> could take more which appears to leave that number to be shifted into the MUGA. <br /> 7:46:14 PM <br /> Commissioner Sand asked if the changes to the City's plan would include converting single family <br /> residential neighborhoods into multi-family areas or bumping up the number of units or density in <br /> multiple family areas. Mr.Giffen responded that it would not include changing single family <br /> neighborhoods. There is a strong policy in the Comprehensive Plan regarding home ownership and <br /> protecting single family neighborhoods. The City could add additional areas that have unlimited density <br /> to increase the theoretical capacity; however,that is not viable in Everett. Everett does not have a real <br /> estate market like Seattle. - <br /> 7:49:30 PM <br /> Mr. Giffen stated that there will be further discussions with City administration, and a briefing to City <br /> Council on the preliminary targets in December. The City was awarded a grant for a consultant to help <br /> the City look at the capacity numbers and to identify some reasonable measures under GMA for <br /> increasing the City's capacity in a way that is acceptable to the community. Public workshops will begin <br /> next year as the process moves forward through 2015. Mr. Koenig added that the deadline for the <br /> 15 <br />
