Mr. Giffen responded that he had worked on them.20 years ago and felt that the City <br /> was growing at about the anticipated rate; however,the proposed pace under the Regional Growth <br /> Strategy has been increased by a much greater amount than previous targets. Chair Sosin stated that <br /> Everett is already a bedroom community for Seattle and other employment centers and that formula <br /> creating more housing without the job base in Everett does not help in creating a livable,vibrant <br /> community that citizens are hoping for. Chair Sosin recalled that there were about 70%who work in <br /> Everett but do not live in Everett. She would like to see people live and work in the community. <br /> 8:08:16 PM <br /> Mr. Koenig stated that in regards to zoning, the capacity that is mentioned is based on the buildable <br /> lands formula. If the value of the building is more than the land, it is assumed that parcel would not <br /> redevelop. In the downtown area,the land is worth more than the buildings so there is redevelopment <br /> potential. The City can meet the growth targets with the zoning capacity; however,growth capacities <br /> are determined on buildable lands and trends. <br /> Chair Sosin asked if the City loses funding if they don't participate. Mr. Giffen responded that would be <br /> a threat(plans must be certified by the PSRC to be eligible for transportation funding). Chair Sosin asked <br /> what the basis was for predicting that much growth. Mr. Koenig responded that the projections are <br /> based on historical information. Mr. Giffen added that the growth targets were from PSRC economic <br /> models that should be adjusted in response to the recession. <br /> 8:17:01 PM <br /> Commissioner Alder asked for an update on the Hewitt property,the McCrossen property. Mr. Giffen distributed a preliminary draft of the City <br /> comments on the environmental impacts of the proposal that should be addressed in the EIS.
