ARTICLE 4 - UNION MEMBERSHIP <br /> Section 1: <br /> All present members of the Union and all new employees who become members of the Union <br /> shall remain members in good standing during the term of this Agreement. <br /> Section 2: <br /> All new employees in the bargaining unit shall within 30 days of their hiring date become <br /> members of the Union as a condition of employment. All employees hired on a non-regular <br /> basis including, but not limited to day laborers and temporary employees, shall not be required <br /> to join the Union. Provided however, pursuant to Article 17, Section 1, the Union may require <br /> the employee to purchase a work permit for the length of employment. It is understood and <br /> agreed between the parties that said work permit shall not entitle the employee to any rights <br /> under this Agreement, except those rights specifically enumerated herein. Any employee <br /> through religious tenets or teachings, may contribute a like amount of union dues to a charitable <br /> organization as provided under RCW 41.56.122, rather than join the Union as a condition of <br /> employment. <br /> Section 3: <br /> Upon Union's notification by the City of a new hire, the Union will fully inform the new employee <br /> of membership rights and benefits and obtain a receipt of a written and signed form from the <br /> employee authorizing payroll deduction for Union dues. The City upon receipt of said form will <br /> deduct each month union dues and assessments from the employees wages in the manner <br /> prescribed by law. The amount so deducted shall be mailed each month to the Union. <br /> Section 4: <br /> Employees may elect to have a regular monthly amount payroll deducted from their paychecks <br /> toward the AFSCME political action fund. The employee shall provide written authorization to <br /> payroll for such purpose and such deduction shall not be changed more often than three (3) <br /> times in the first twelve (12) month period and once each year thereafter. The City shall remit <br /> said monies each month to the Union separate from the dues and assessments remittance. <br /> Section 5: <br /> The City agrees to notify the Union bi-weekly of any new hire or permanent change to <br /> appointive positions of members within the bargaining unit and any person hired as a day <br /> laborer. The City further agrees to notify the Union of new hire benefits orientation for regular <br /> full time and part time employees. The City will allow fifteen (15) minutes of Union official time <br /> during new hire benefits orientation for a Union designee to discuss the rights and <br /> responsibilities of Union membership to new employees. <br /> Page 4 <br />
