c. The Subrecipient agrees that in order to receive FFY 2016 federal preparedness funding, to <br /> include HSGP, NIMS compliance requirements for 2016 must be met. <br /> B. HSGP SPECIFIC REQUIREMENTS <br /> 1. 16HSGP stipulates the following for overall grant funding; specific caps or thresholds for this <br /> Agreement may differ: <br /> a. Up to 5% percent of the HSGP award received by the County may be used for management and <br /> administrative purposes directly related to administration of the HSGP grant. The maximum <br /> percentage of the Grant Agreement Amount that may be used by the Subrecipient for <br /> management and administration costs under this Agreement is identified in the Budget (Exhibit <br /> E), and may be less than, but will not exceed, the maximum 5%. <br /> b. At least 25% of the combined HSGP award allocated under SHSP and UASI are to be dedicated <br /> towards law enforcement terrorism prevention activities (LETPA). The LETPA percentage of the <br /> Grant Agreement Amount that must be met as a minimum requirement of this Agreement by the <br /> Subrecipient is identified in the Budget (Exhibit E) and may differ from the combined 25% <br /> requirement. <br /> c. The combined total of personnel expenses may not exceed 50% percent of the HSGP award <br /> received by the County unless a Personnel Cap Waiver has been received from DHS. The <br /> maximum percentage of the Grant Agreement Amount that may be used by the Subrecipient for <br /> personnel expenses under this Agreement is identified in the Budget (Exhibit E) and may differ <br /> from the 50% HSGP limit. <br /> 2. SHSP-funded projects must address high-priority preparedness gaps across all core capabilities <br /> where a nexus to terrorism exists. All supported investments are based on capability targets and <br /> gaps identified during the assessment process. <br /> 3. The Subrecipient shall use HSGP funds only to perform tasks as described in the Work Plan, as <br /> approved by the County and Department, and in compliance with this Agreement. <br /> 4. Subrecipients are required to develop a multi-year Training and Exercise Plan (TEP) that identifies <br /> training and exercise priorities and activities. Inclusion in the State's TEP meets the intent of this <br /> requirement. Subrecipients that choose to develop their own TEP shall submit it to <br /> hseep@fema.dhs.gov and emd.traininq(a�mil.wa.gov no later than June 1st annually. <br /> a. Subrecipients are encouraged to participate in the State's annual Training and Exercise Planning <br /> Workshop (TEPW)or may conduct their own local/regional TEPW. <br /> 5. Subrecipients will develop and maintain a progressive exercise program consistent with the <br /> Homeland Security Exercise and Evaluation Program (HSEEP) and support the National Exercise <br /> Program (NEP). Upon completion of an exercise, an After Action Report and an Improvement Plan <br /> must be prepared and submitted to NEP(a)_fema.dhs.gov and emd.traininqamil.wa.gov. Further <br /> information regarding the use of HSEEP can be found at https://hseep.preptoolkit.orq/. <br /> 6. Subrecipients will provide reports and/or assist with completion of reports required by the HSGP <br /> federal award, including, but not limited to, the State Preparedness Report(SPR), Threat and Hazard <br /> Identification and Risk Assessment (THIRA), core capabilities assessment, and data calls. <br /> C. DHS FFY16 HSGP TERMS AND CONDITIONS <br /> As a subrecipient of 16HSGP Program funding, the Subrecipient shall comply with all applicable DHS <br /> terms and conditions of the FFY16 HSGP Award Letter and its incorporated documents for DHS Grant <br /> No. EMW-2016-SS-00005-S01, which are incorporated in and made a part of this Agreement as <br /> Attachment#1. <br /> DHS-EMD-Snohomish Co.
