t <br /> Section 3. This finding of substantial need includes both the City General Fund and the <br /> Emergency Medical Services Fund as described in Section 2. <br /> Section 4. This finding of substantial need to use the limit factor of 101 percent as <br /> permitted by Chapter 84.55 RCW is made by a majority plus one vote of the Everett City <br /> Council as required by RCW 84.55.101 and is embodied in this separate resolution as <br /> required by RCW 84.55.120. <br /> Section 5. Based on this finding of substantial need, the increase in the regular property <br /> tax levy for the General Fund for the calendar year 2010 shall be 1%, which is 101 <br /> percent of the highest amount of regular property taxes that could have been lawfully <br /> levied in this taxing district in any year since 2001. The dollar increase to the regular <br /> property tax levy resulting from applying the 101 percent limit factor is $311,097. <br /> Section 6. Based on this finding of substantial need, the increase in the regular property <br /> tax levy for the emergency services for the calendar year 2010 shall be 1%, which is 101 <br /> percent of the highest amount of regular property taxes that could have been lawfully <br /> levied in this taxing district in any year since 2001. The dollar increase in the emergency <br /> medical services property tax levy resulting from applying the 101 percent limit factor is <br /> $43,208. <br /> Section 7. That the City Clerk be, and hereby is, directed to certify to the County <br /> Assessor a copy of the resolution in order that the same be extended upon the general <br /> assessment rolls of said County, in the same manner and at the same time as the levy for <br /> the State and County taxes is extended. <br /> Section 8.
