WW)�-005 <br /> Ted de Budden <br /> From: Ted de Budden <br /> Sent: Friday, August 12, 2016 12:02 PM <br /> To: Donald Cunningham <br /> Subject: 2201 Highland Ave <br /> Don, <br /> Here is a summary of my observations made during the inspections conducted with you earlier this week at 2201 <br /> Highland Ave. <br /> 1. Records indicate that the building located at 2201 Highland Ave is a 4 bedroom 2 bath house constructed in 1915. <br /> Inspection observations reveal that unpermitted alterations have occurred creating 14 bedrooms 3 bathrooms and <br /> two kitchens. (Residential building code sections R105.1 and R113.1) <br /> I conducted a permit search for the alterations and have been unable to locate permits for this alteration work. The <br /> alterations included electrical, plumbing mechanical, and construction work. (IPMC code section 106.1) <br /> This building has not received required approvals for the alteration work, current use, and occupancy as required by <br /> code. (13109.4) <br /> 2. Several of the sleeping rooms created by the alterations are not suitable for habitable space because they have room <br /> widths less than 7 feet. Rooms#6,#7, #8, #10, #14 (IPMC code section 404.2) <br /> In addition, room #1 has a ceiling height of 6 foot 5 inches.This is less than the code minimum height of 7 Feet. (IPMC <br /> code section 404.3) <br /> 3. Required smoke alarms were observed to be missing at numerous locations throughout the building. (IPMC code <br /> section 704.2) <br /> 4. Several of the altered and created sleeping rooms have windows that are not code compliant emergency escape and <br /> recue openings because the window openings are too small and the sill heights are too high. (IPMC code section 702.4) <br /> 5.A basement access ramp lacks a required handrail. (IPMC code section 307.1) <br /> It is my determination: <br /> The building is an Unlawful Structure as defined by IPMC code section 108.1.4 <br /> The building has dangerous elements as outlined above and defined by IPMC code section 108.1.5 <br /> This summary is not intended to be a complete accounting of all deficiencies and violations within this structure. <br /> Additional defects and violations of code may exist within this building <br /> Thank you for the opportunity to provide assistance in this matter. <br /> Regards <br /> Ted de Budden <br /> Chief Inspector <br /> Everett Building Department <br /> 425.257 7271 <br /> 1 <br />
