Ted de Budden <br /> From: Ted de Budden <br /> Sent: Monday, September 12, 2016 11:45 AM <br /> To: Kevin Fagerstrom <br /> Subject: 1809 Holbrook <br /> Kevin, <br /> We received a concern from a resident who rents a basement apartment at 1809 Holbrook Ave. <br /> The tenant has stated that he and his wife have experienced numerous plumbing leaks and sewage spills during their <br /> tenancy with lackluster performance by the owner to make suitable repairs to the system. <br /> This prompted the inquiry to us as to the legitimacy of the Apartment that he is leasing.The tenants name is Joshua <br /> McKeown. Phone# is (206) 371-9632. <br /> Mr. McKeown would appreciate contact from you. <br /> I have conducted a permit and record search for the property and apartment in question. I also have visited the site to <br /> witness and investigate the concerns there. <br /> Here is a brief summary of my findings. <br /> Records indicate that this three level house was constructed and completed as a single family residence in 2002 by the <br /> current owner. <br /> I have not located any documents or approvals for the basement apartment use. <br /> Plumbing defects were observed during my visit. Plumbing work along with permits, inspections, and approvals are <br /> required to correct the faulty and damaged plumbing system. <br /> Permits and approvals to establish an accessory dwelling unit or separate apartment are required. <br /> the structure is an unlawful structure as defined by code. IPM(' section 108.1.4 <br /> 1 have posted the apartment with an Unlawful structure placard.
