Ted de Budden
From: Ted de Budden
Sent: Monday, September 12, 2016 11:45 AM
To: Kevin Fagerstrom
Subject: 1809 Holbrook
Kevin,
We received a concern from a resident who rents a basement apartment at 1809 Holbrook Ave.
The tenant has stated that he and his wife have experienced numerous plumbing leaks and sewage spills during their
tenancy with lackluster performance by the owner to make suitable repairs to the system.
This prompted the inquiry to us as to the legitimacy of the Apartment that he is leasing. The tenants name is Joshua
McKeown. Phone# is (206) 371-9632.
Mr. McKeown would appreciate contact from you.
I have conducted a permit and record search for the property and apartment in question. I also have visited the site to
witness and investigate the concerns there.
Here is a brief summary of my findings.
Records indicate that this three level house was constructed and completed as a single family residence in 2002 by the
current owner.
I have not located any documents or approvals for the basement apartment use.
Plumbing defects were observed during my visit. Plumbing work along with permits, inspections, and approvals are
required to correct the faulty and damaged plumbing system.
Permits and approvals to establish an accessory dwelling unit or separate apartment are required.
the structure is an unlawful structure as defined by code. IPM(' section 108.1.4
1 have posted the apartment with an Unlawful structure placard. Photos and documents will be entered into the CRW
system ASAP.
Please initiate enforcement action as your schedule allows.
Thankyou
Ted de Budden
Chief Inspector
Everett Building Department
425.257 7271
1
