111 Provide a uniformed off-duty Police Officer to control traffic in critical situations as <br /> determined by the Engineer. The uniformed officer shall be paid under contract item <br /> "Traffic Control Labor." <br /> Notify the local Fire, Police and Engineering Departments before the beginning of each <br /> phase of construction so that these agencies may re-route their emergency vehicles <br /> around the construction zone. The non-emergency phone number for Everett Police is <br /> 258-2484,for Fire Dispatch is 257-8757,and for Public Works Engineering is 257-8800. <br /> Notify City of Everett Transit at 425-257-8984 and Community Transit at 425-348-7100 <br /> of all street closures or delays at least 24 hours in advance to enable rerouting of buses. <br /> Notify the property owners at least 72 hours in advance to enable them to remove <br /> vehicles parked in the vicinity of Work. Towing vehicles shall be the responsibility of the <br /> Contractor and no additional payment will be made. <br /> Further supplement 1-07.23(1)by adding the following: <br /> 1-07.23(1)A General Requirements Traffic <br /> (******) <br /> The following general requirements apply to all Work on the Project: <br /> Prepare and submit to Engineer a Traffic Control Plan in accordance with 1-10.2(2) <br /> TRAFFIC CONTROL PLANS. <br /> Refer to 1-08.4(2) SPECIAL CONSTRUCTION CONSTRAINTS regarding <br /> construction constraints resulting from traffic control. <br /> Notify all affected property owners prior to commencing the barricading of streets, <br /> sidewalks and driveways. <br /> All business driveways shall remain open except as necessary to permit curing of <br /> construction materials or for short periods of time as required for excavations. <br /> However, at least one driveway per business shall remain open to vehicular traffic at <br /> all times unless otherwise approved by the Engineer and affected property owner in <br /> writing. <br /> Signs and barricades shall be supplemented by lanterns or flasher units during the <br /> hours of darkness. <br /> Drivers of motor vehicles used in connection with the construction shall obey traffic <br /> rules posted for such location in the same manner and under the same restrictions as <br /> provided for the drivers of private vehicles. <br /> Conduct the Work, at all time throughout the project, in such a manner as will <br /> obstruct and inconvenience vehicular and pedestrian traffic as little as possible. Keep <br /> the streets, sidewalks and private driveways open except for the brief periods when <br /> actual Work is being done. <br /> No lane closures will be permitted between 3:30 p.m. and 6:00 p.m., unless <br /> specifically approved by the Engineer. <br /> 1-07.24 Rights of Way <br /> Deletel-07.24 and substitute the following: <br /> Street right of way lines, limits of easements,and limits of construction permits are indicated on <br /> the Plans. The Contractor's construction activities shall be confined within these limits, unless <br /> arrangements for use of private property are made. <br /> Generally, the City will have obtained, prior to bid opening, all rights of way and easements, <br /> both permanent and temporary, necessary for carrying out the Work. Exceptions to this are <br /> noted on the Plans. <br /> Whenever any of the Work is accomplished on or through property other than public right of <br /> way, the Contractor shall meet and fulfill all covenants and stipulations of any easement <br /> agreement obtained by the City from the owner of the private property.
