The City of Everett will provide a service tap at its right of way boundary to an applicant if: 1. The surrounding w ter districts will not provide service for the applicant, and a written statement from the associated districts to that effect lias been obtained. 2. The applicant has County or State approved plans for �vater servicc and fire protection, if applicable. 4.
