Staff Report for Community Development Block Grant, HOME, 2060, <br /> And Rental Rehabilitation Funds for 2010-2011 <br /> April 14, 2010 <br /> The Citizen's Committee for Housing and Community Development reviewed proposals for the <br /> expenditure of the City of Everett's Community Development Block Grant program and other <br /> available funding for housing. The deadline for application was December 14, 2009. During <br /> January and February the Committee studied each proposal and interviewed each proponent. Five <br /> meetings and approximately ten hours of interviews took place. The Committee spent <br /> approximately 30 hours in meetings and additional hours at home reviewing the Consolidated Plan <br /> and proposals for Community Development Block Grant spending. <br /> The City's 2010 Community Development Block Grant will be $1,002,301.00. The 2010 CDBG <br /> grant is more than the 2009 allocation of $928,452.00. In 2009, we also received $249,826.00 in <br /> CDBG-Recovery funds. CDBG-Recovery funding is not available this year. <br /> The Committee recommends funding public services at the maximum allowed by HUD, 15 percent <br /> of the grant. 15% of $1,002,301.00 is $150,345.00 for public services. The Committee <br /> recommends using the remaining 85% of the 2010 CDBG, $851,956.00 for eligible non-public <br /> service projects. There are also Housing Trust 2060, HOME, and CHIP rehabilitation funds <br /> available to fund non-public service projects. The Committee recommends using $162,084.76 in <br /> Housing Trust 2060 funds, $475,458.00 in HOME funds, $118,522.15 in reallocated CDBG funds, <br /> and $148,307.00 in CHIP Rental Rehabilitation funds to supplement 2010 CDBG funds for non- <br /> public service funding. Starting in 2009, at the request of the U.S. Department of Housing and <br /> Urban Development, CHIP rehabilitation and administration funds have been combined into one <br /> fund (197) and are managed as a single source of revenue and budget. <br /> The total Amount proposed for non-public service projects is $1,738,549.76. If the Department of <br /> Housing and Urban Development reduces or increases this allocation, each item will be reduced or <br /> increased an equal percentage, including the Community Housing Improvement Program and <br /> Community Development Block Grant Administration. If a reduction is large enough to cause a <br /> burden, as determined by the staff, a new budget will be returned to the City Council for review <br /> and approval. <br /> The Consolidated Plan and Annual Action Plan were available for public comment for 30 days <br /> commencing March 1, 2010 and ending on March 31, 2010. The comment period was advertised <br /> in the Herald and mailed to the Community Development mailing list. Comments were received <br /> from the Everett Housing Authority, Snohomish County Domestic Violence Services and Tim Koss. <br /> The Committee voted to revise the Draft Consolidated Plan in accordance with the comments <br /> received. Those comments are reflected in the final version of the Consolidated Plan and were <br /> edits rather than comments on the proposed policy. The Everett Housing Authority and <br /> Snohomish County Domestic Violence Services both complemented the language related to the use <br /> of the Oswald Center for transitional housing. <br /> Each one of the members of the Committee provided a valuable contribution to this <br /> recommendation. This group was very dedicated while performing this difficult task. Staff <br /> congratulates the Committee for a job well done and thanks them for their time and effort. <br />
