In the absence of the Council President,or where such office is vacant,the presiding <br /> Councilmember at a meeting of the City Council shall be, in the following order: <br /> 1. The Councilmember who holds the position of Council Vice President pursuant to his <br /> or her designation as such by the Council President;or,if no such Councilmember is present, <br /> 2. The Councilmember who has most recently held theoffice of Council President;or,if <br /> no such Councilmember is present; <br /> 3. The Councilmember who has continuously served as a member of the Everett City <br /> Council for the longest period of time; or,if two or more Councilmembers hold equal seniority, <br /> then as selected among them by lot. <br />
