The purpose of this declaration is to provide information on current and proposed SODA areas. In my opinion, based on my training and experience, the current areas should remain SODA. Based off of crime analysis data, and my experiences I have also included 2 new SODA areas. In the following SODA area descriptions, two blocks east, west, north, or south will extend to and include the sidewalk of the most easterly and westerly, southerly and northerly roadways. For example when referring to two blocks east of 4100 Rucker, the SODA area will include the sidewalk on the east side of Hoyt in the 4100 block. -The area of North Broadway Avenue 700 through 1000 block and two blocks east and west is a current SODA area, and I believe should remain so for at least the next two years. This area includes Everett Community College and Washington State University North. This area has grown significantly in size over the last two years to include student housing. The student population is a potential customer source for drug dealers. Over the past 8 months there have been 4 narcotic incidents •la5; 6.-\ cow 0 410 . ; •MEOW .JJ, L -The area from 1000 through 41100 block of Broadway Avenue and two blocks east and west is a current SODA area and I believe should remain so for the next two years. This area contains a number of motels, some of which are popular with drug dealers and consumers. This area also contains a verity of retail stores. ACT has observed drug activity and made narcotics arrests in the parking lots of many of the stores.
