4. The Mayor is hereby authorized to make formal application to the U.S. Department of <br /> Housing and Urban Development for funding assistance in accordance with this Resolution <br /> and the requirements of such application. <br /> 5. This Resolution will become part of the formal application to the U.S. Department of <br /> Housing and Urban Development and to the State of Washington. <br /> 6. All payments and income from the Housing Rehabilitation Program (Fund 197)revolving <br /> loan fund will be used for CHIP housing rehabilitation and administrative purposes. This <br /> is estimated at$305,000.00 for 2017. <br /> 7. All payments and income from the Homesight and Parkview Services down payment <br /> assistance programs will be used for down payment assistance. This is estimated at <br /> $30,000.00 for 2017. <br /> 8. Capital projects such as recreational facilities, club facilities, health care facilities and <br /> similar facilities using Community Development Block Grant funds are required to match <br /> funds at a minimum of a 50/50 match. <br /> 9. Housing and capital projects funded with Community Development Block Grant, HOME, <br /> and Housing Trust(2060) funds will be loans with terms and conditions brought back in <br /> contract form for City Council approval unless there is other direction given in this <br /> resolution. This does not include loans approved by the Community Housing Improvement <br /> Program Loan Review Committee. The loans for the housing projects will be paid back to <br /> the City of Everett. For rehabilitation projects using Rental Rehabilitation funds there is a <br /> minimum of a 50/50 match for these funds now and in the future. <br /> 10. For the following programs/projects: Interfaith Association operations, Cocoon House <br /> operations, Domestic Violence Services operations, Minor Home Repair, Cocoon House <br /> Colby Avenue Youth Shelter, ChildStrive Security System, and all Public Service funding <br /> approved in this resolution,the Mayor is authorized to execute the contracts and necessary <br /> documents to implement the approved projects. <br /> 11. The Mayor is authorized to execute the contracts and necessary documents to implement <br /> the funding for the HopeWorks Station project. If the HopeWorks Station project is unable <br /> to meet the commitment deadline for the Pre-2015 HOME Funds award or if the project is <br /> awarded funding by Snohomish County or another funding source that fills the $1,100,000 <br /> project funding gap identified by the applicant,the funds, or any residual funds, shall be <br /> awarded to Catholic Housing Services for the Everett Safe Street Supportive Housing <br /> project. If neither project can meet the requirements of the award deadline or the funds are <br /> no longer necessary for project funding, the Pre-2015 HOME funds will be directed to an <br /> expanded Tenant Based Rental Assistance program administered by Snohomish County for <br /> the City. <br /> 12. The required application forms and information are to be sent to the U.S. Department of <br /> Housing and Urban Development to complete all application requirements and the Mayor <br /> is authorized to sign and provide the needed documents. <br /> 13. The first priority for HOME funds is for CHIP housing rehabilitation loans, and those funds <br /> shall be allocated to the CHIP program as long as they are needed to fund housing <br /> rehabilitation loans. <br />
