PRELIMINARY MASTER PLAN <br /> Preliminary Master Plan <br /> The preliminary master plan combines alternative concepts 1 and 3 as collectively recommended <br /> by the Advisory Committee, the public, Park Board, and city staff. The design features of the pre- <br /> liminary master plan are described briefly below. <br /> General: <br /> • There is a general division of more active spaces/recreational amenities to the east side of <br /> the park, closer to E. Marine View Drive and more passive/neighborhood amenities to the <br /> west adjacent to residential areas. <br /> • Acquisition of 1.9 acres as in Alternative Concept 3 is shown. <br /> • The main vehicular access is off of E. Marine View Drive. That keeps most of the traffic out <br /> of the residential neighborhood. A potential future signalized crossing to access the pro- <br /> posed future Senator Henry H. Jackson Bridge is shown. <br /> • A drop-off area with a neighborhood gathering space is centrally located. A small shelter is <br /> provided for waiting for rides, drop-off/assembly of teams for games, potential use by ven- <br /> dors at games or neighborhood events/picnics. <br /> • Drop off and vehicular access is sized for emergency vehicles/school buses. An 80" long <br /> drop-off with light bollards is provided. <br /> • Maintenance vehicle access is provided to park interior through removable bollards or gates. <br /> Parking: <br /> • There are 164 parking stalls total: Main parking lot north of athletic fields with rain gardens to <br /> capture and treat stormwater runoff = 108 stalls; small upper parking lot south of fields off of <br /> Summit Avenue = 12 stalls; on-street head-in parking at Community Gardens off 17th Street <br /> = 13 stalls; On-street head-in parking at play area off of 18th Street = 26 stalls. <br /> • A pelota mixteca court (328" x 36") shares the main parking lot. Games can be scheduled <br /> when high parking levels are not anticipated. Gates are provided for closing off parking area <br /> to vehicles as shown. <br /> Park features: <br /> • Lighted synthetic turf athletic fields accommodate two 300" baseball/softball fields and two <br /> 225"x 360" soccer fields. The layout of the athletic fields is designed for play of baseball and <br /> soccer at same time or two baseball or two soccer games playing at same time. The fields <br /> are sized for collegiate-level play, and include covered dugouts, bullpens, bleacher and <br /> team seating, and are fully fenced. <br /> • There is a lighted synthetic warm-up area adjacent to athletic fields. <br /> • A synthetic turf area (unprogrammed open play) approximately 0.64 acre (140" x 200") is <br /> solely for neighborhood use. <br /> • A view terrace and viewpoint are located on the upper level park to the south, taking advan- <br /> tage of a 17.5" grade change from this area down to the fields. A Senator Henry M. Jackson <br /> recognition of undetermined design (art/sculpture) is suggested at this viewpoint. The view- <br /> point is on axis with a lighted flagpole at north side of fields. Planted terracing of slope brings <br /> down the scale. Terraced bleacher seating accommodates views of games and mountains, <br /> and stairs provide direct access between the fields and the view area. <br /> • Open space with passive trail is shown to the east of Summit Avenue. <br /> • Two half-court basketball courts are centrally located and highly visible. <br /> 26 City of Everett <br />
