• A perimeter loop path is lighted and approximately 10' to 12' wide. This path doubles as <br /> maintenance vehicle access. All facilities and paths are accessible. Pedestrian connections, <br /> entries to the park, and access to neighborhoods are provided. <br /> • A large play area (11,000 SF) is suggested with both a tot lot (2-5 years) and older children <br /> (5-12 years) area. This larger play area is to accommodate equipment expressed by public <br /> outreach. Equipment to be designed subsequent to the master plan, includes many creative <br /> and participatory play experiences. Low ornamental barrier or perimeter fence (security) is <br /> also provided. <br /> • Demonstration/interpretive gardens are a new program element that came out of the public <br /> outreach. Gardens such as butterfly gardens, perennial gardens, annuals/herb gardens, <br /> vegetable and native plant gardens demonstration with educational/interpretive signs are <br /> shown near children's play and picnic areas. A large rain garden with native plants north of <br /> the picnic area provides another educational opportunity. <br /> • Picnic area and open lawn are proposed adjacent to play area. One existing and one new <br /> picnic shelter are provided. The new shelter is same size as the existing shelter. Existing <br /> grass pavers to these shelters are to remain. These grass pavers provide direct access to <br /> shelters for loading/unloading and for accessible parking. <br /> • Large areas of unstructured open space for play and passive use/relaxation is provided <br /> around play and picnic areas. This open space also provides some separation from more <br /> active park amenities. <br /> • Community Gardens approximately 14,000 SF (120' x 120') in size are suggested with a <br /> garden/tool shed. The plot size and number may vary depending on operations/ <br /> maintenance, but generally can accommodate approximately 33 10' x 16' plots. <br /> Park Buildings: <br /> • There are 8 park structures total: 7 new buildings and existing picnic shelter. All new build- <br /> ings are in highly visible locations and suggest vandal-resistant materials and fixtures, van- <br /> dal-resistant masonry, gable standing seam metal roof, and natural ventilation. Overhead <br /> skylights provide natural day-lighting. There are no windows, reducing vandalism potential <br /> and maintenance. <br /> • There are 2 restroom buildings proposed. One serves the play area/picnic area, and gar- <br /> dens. The second is at midpoint between athletic fields. Both are suggesting 6 unisex family <br /> stalls with doors opening to the outside and sensors for indicating if rooms are occupied. <br /> The doors into the restrooms are situated to be highly visible. <br /> • A maintenance/storage building is located on the edge of the field with roll up door for direct <br /> access to fields with maintenance equipment, lockers for referees, and storage, as well as <br /> housing electrical and irrigation controls for the park. <br /> • A new large picnic shelter is shown to match existing picnic shelter. <br /> • There is a small shelter at drop-off. <br /> • A pergola and garden shed for small informal outdoor gathering and classroom space is <br /> shown associated with the demonstration gardens and can also be used for picnicking. <br /> • A community garden shed is shown for storage of common tools and materials. <br /> Preliminary Phasing Plan <br /> The preliminary phasing plan identifies two proposed construction phases for the park. Generally, <br /> Phase 1 includes neighborhood facilities to the west and Phase 2 includes the main parking and <br /> athletic facilities to the east. <br /> 28 City of Everett <br />
