<br /> A GREAT START:A REGIONAL PLAN FOR SUSTAINABLE DEVELOPMENT
<br /> Washington State's central Puget Sound region is one of the principal metropolitan regions in the Pacific Northwest. It
<br /> includes King, Kitsap, Pierce and Snohomish counties and 82 cities and towns, with a population of over 3.7 million in
<br /> 2010.The 1,000-square-mile designated urban growth area represents approximately 16 percent of the region's 6,300
<br /> square miles. Diverse geographic features include urban, rural, and natural resource lands. Mountains,forests, lakes,
<br /> and prairies provide significant topographic variety, ranging in elevation from sea level at Puget Sound to over 14,000
<br /> feet at Mount Rainier.A fast growing region,the central Puget Sound metropolitan area expects an additional 1.5 million
<br /> residents in the next 30 years.
<br /> VISION 2040:1
<br /> In April 2008, the central Puget Sound region adopted one of the most detailed and far-reaching sustainability strategies
<br /> for an urban region in the United States. VISION 2040 is the long-range, integrated,environmental, land use, economic
<br /> development, and transportation strategy for the four-county region. VISION 2040 was developed through a public
<br /> scenario planning and evaluation process over a 3-'/2 year period. Under the state growth management planning
<br /> framework2, VISION 2040's policies guide the development of regional implementation plans, local comprehensive plans,
<br /> and their implementing development regulations.This link between regional and local plans is critical. VISION 2040
<br /> contains a regional vision statement and overarching goals as a sustainable framework for each of six major categories
<br /> of multicounty planning policies:
<br /> "Our vision for the future advances the ideals of our people, our prosperity, and our planet. As we work toward achieving
<br /> the region's vision, we must protect the environment, support and create vibrant, livable, and healthy communities, offer
<br /> economic opportunities for all,provide safe and efficient mobility, and use our resources wisely and efficiently. Land use,
<br /> economic, and transportation decisions will be integrated in a manner that supports a healthy environment, addresses
<br /> global climate change, achieves social equity, and is attentive to the needs of future generations.
<br /> Environment.The region will care for the natural environment by protecting and restoring natural systems,conserving
<br /> habitat, improving water quality, reducing greenhouse gas emissions and air pollutants, and addressing potential climate
<br /> change impacts.The region acknowledges that the health of all residents is connected to the health of the environment.
<br /> Planning at all levels should consider the impacts of land use,development patterns, and transportation on the
<br /> ecosystem.
<br /> Development Patterns. The region will focus growth within already urbanized areas to create walkable,compact, and
<br /> transit-oriented communities that maintain unique local character. Centers will continue to be a focus of development.
<br /> Rural and natural resource lands will continue to be permanent and vital parts of the region.
<br /> Housing. The region will preserve, improve, and expand its housing stock to provide a range of affordable, healthy, and
<br /> safe housing choices to every resident. The region will continue to promote fair and equal access to housing for all
<br /> people.
