RESOLUTION NO. 3518 <br /> A RESOLUTION in support of the adoption by Snohomish County of an <br /> emergency ordinance relating to countywide property taxes to pay for <br /> low-income housing and placing on the 1991 primary election ballot a <br /> proposition authorizing the county to levy regular property taxes in <br /> excess of 106 percent for six years to acquire land and provide <br /> housing for low-income households in Snohomish County. <br /> WHEREAS, there exists a shortage of safe and affordable housing in <br /> Snohomish County for low-income families and single persons , the <br /> homeless , and other special needs populations; and <br /> WHEREAS, additional resources are needed to provide the housing <br /> necessary to meet this shortage; and <br /> WHEREAS, the Snohomish County Council has recognized that it is within <br /> its public purpose of securing the health and welfare of its citizens, <br /> to aid in the provision of housing to meet this shortage; and <br /> WHEREAS, to provide such housing, it has been deemed necessary by the <br /> County Council that Snohomish County levy regular property taxes in <br /> excess of the one-hundred-six percent limitation for six years; and <br /> WHEREAS, the Everett City Council agrees with Snohomish County that it <br /> is critical to provide for the housing of low-income residents of the <br /> county; and <br /> WHEREAS, the Everett City Council concurs with the County that <br /> existing sources of funds for low-income housing are insufficient to <br /> meet the existing and projected needs for low-income housing <br /> assistance; and <br /> WHEREAS, the Snohomish County Tomorrow steering committee has <br /> recommended a Local Housing Finance Plan which proposes a housing <br /> levy. <br /> NOW, THEREFORE, BE IT RESOLVED THAT: <br /> 1. The Everett City Council supports Snohomish County in its efforts <br /> to provide for housing for low-income residents of Snohomish <br /> County. <br /> 2 . The passage of a levy as set forth in Emergency Ordinance <br /> No. 91-110 , passed by Snohomish County Council on July 31 , 1991 , <br /> would create a program to meet a portion of the County's <br /> low-income housing need. <br /> Councilman Introducing Resolution <br /> Passed this Alo' day of r(�.,6.0 -t , 1991. <br /> 6 f 11/1 <br /> Council President <br />
