EXHIBIT"A" <br /> CITY OF EVERETT <br /> PREPAREDNESS INITIATIVE <br /> PROJECT UNDERSTANDING <br /> The Public Works Department is interested in having an Emergency Management Professional with a public <br /> works background conduct a high level analysis of the current state of the planning, documentation, training, <br /> staff time, and physical resources in place in support of emergency preparedness. This assessment will have an <br /> emphasis on earthquake response preparedness. <br /> Perteet has been requested to provide a scope of work,fee,and schedule to: <br /> 1. Review and discuss the department's current emergency plans. <br /> 2. Participate emergency preparedness meetings, <br /> 3. Interview key personnel regarding various aspects of the departments Emergency preparedness,and <br /> 4. Prepare an assessment and recommended actions,including a presentation to the director(and others) <br /> that identifies potential preparedness gaps that are recommended to be implemented to improve the <br /> department's response and initial recovery actions. <br /> Scope of Work <br /> Task 1 — Emergency Preparedness Assessment <br /> 1.1 Review existing Everett Public Works Department emergency plans and efforts. Review any other <br /> emergency policies and procedures as deemed useful by the Everett Project Team. <br /> 1.2 Conduct interviews with key department staff; and participate, and attend and observe meetings as <br /> necessary and learn about the current level of preparedness. <br /> 1.3 The consultant will prepare an Emergency Preparedness Assessment for consideration by the Project <br /> Team. Present findings along with recommended actions to improve potential preparedness gaps to <br /> the project team in a project closeout meeting. <br /> Deliverables: <br /> • Prepare an Emergency Preparedness Assessment Memo and recommended actions including a final <br /> presentation to the Project Team that identifies preparedness gaps that and activities for the <br /> department to undertake that would improve the department's response and initial recovery <br /> preparedness. <br /> Emergency Preparedness Page 1 Scope of Services <br /> City of Everett—Public Works Department March 2017 <br />
