Ted Budden <br /> From: Ted Budden <br /> Sent: Tuesday, July 01, 2014 12:03 PM <br /> To: Donald Cunningham <br /> Subject: 2401 Baker Ave <br /> Don, <br /> Here is my summary and observations for the inspection conducted with you and Jeff Heilman earlier this AM. @ 2401 <br /> Baker Ave. <br /> 1. A basement apartment has been created within the existing basement area of this house. A records search for <br /> applicable construction permits and approvals for this alteration was conducted. No permits could be located for the <br /> basement apartment. An electrical permit for a new 200 amp service panel for this building was located #E1109-119. <br /> The electrical permit and installation work was approved in 2011. <br /> The construction work and associated alteration and occupancy of the basement area is a violation of section 108.1.4 <br /> Unlawful Structure and section 106.1 Unlawful Acts. IPMC. <br /> 2. It was observed that a room in the basement was being used for sleeping purposes.This room lacks code compliant <br /> emergency escape openings (windows)this is a violation of section 702.4 of the IPMC. <br /> 3. A central heating hot water boiler is located in the basement area of the house.This boiler lack adequate combustion <br /> air source as required by code. This condition is a violation of section 108.1.2 Unsafe Equipment IPMC. It was also <br /> observed that water piping in this area lacks sufficient anchorage and support.This condition should be corrected along <br /> with the combustion air concerns. <br /> 4. Required smoke alarms and carbon monoxide detectors are missing in areas throughout the house (all three levels) <br /> this is a violation of section 704.1 and 704.2 of the IPMC. <br /> 5. Required handrails and guardrails are not provided at interior and exterior stairways this is a violation of section <br /> 307.1 of the IPMC. <br /> I have identified the observed life safety concerns and violations in this summary. Additional hazards/deficiencies may <br /> exist within the structure. Permits and approvals for the required corrections and any of the alterations are required. <br /> Plans are required for permit applications.
