Technical Information Report July 2015
Everett Self-Storage
5.0 Construction Stormwater Pollution Prevention --SWPP
The following section provides a detailed description of all possible BMPs applicable for use on the
proposed project. These are based upon the 12 required elements of the SWPPP as outlined by the
Stormwater Management Manual for Western Washington, Washington State Department of
Ecology (Feb 2005) and Chapter 2 — Construction Stormwater Pollution Prevention Plans of the City
of Everett SMM. A comprehensive description of each BMP is listed in Appendix A as a quick
reference tool for the SWPPP reader. While each BMP listed below may not be listed in the TESC
Plan, a comprehensive listing is provided so that the Certified Erosion and Sediment Control Lead
can initiate the implementation of back-up BMPs at the first sign that additional BMPs may be
needed.
5.1 The 12 BMP Elements
5.1.1 Element#1 —Mark Clearing Limits
To protect adjacent properties and to reduce the area of soil exposed to construction, the limits of
construction will be clearly marked before land-disturbing activities begin. Typically, trees that are to
be preserved, as well as all sensitive areas and their buffers, are clearly delineated, both in the field
and on the plans. In general, natural vegetation and native topsoil shall be retained in an
undisturbed state to the maximum extent possible. However, there are no critical areas or significant
trees located within the project boundary. The BMPs relevant to marking the clearing limits that will
be applied for this project include:
• Clearly designate clearing limits prior to construction.
• High Visibility Plastic or Metal Fence (BMP 103)
• Silt Fence (BMP C233)
5.1.2 Element #2— Establish Construction Access
Construction access or activities occurring on unpaved areas shall be minimized. Yet where
necessary, access points shall be stabilized to minimize the tracking of sediment onto public roads,
and wheel washing, street sweeping, and street cleaning shall be employed to prevent sediment
from entering state waters. All wash wastewater shall be controlled on-site.
• Utilize existing driveway entrance and pavement off of Broadway as construction entrance.
• Construct a temporary construction entrance only if necessary or directed by the City
inspector.
• Stabilized Construction Entrance (BMP C105)
• Construction Road/Parking Area Stabilization (BMP C107)
14114 Everett Storage TIR Revised 0715.doc 33
is
