0-4 Enhance public facilities with auxiliary open spaces.
The Performing Arts Center and the Library are excellent facilities that
could be enhanced with open space improvements. The City has
recently purchased the Performing Arts Center forecourt site and the Key
Bank site. The Committee to Establish Downtown Public Spaces has
proposed that the City extend the open space to the corner of California
Street and Wetmore Avenue. This would give the proposed park greater
visibility, access and potential for additional uses.
While the library site is more constrained, opportunities should be
considered to enhance its entry and streetscape. As one of the city's
premier architectural gems as well as a key public facility, the library
merits a complementary setting.
0-5 Continue efforts to connect downtown to other open space and
recreational resources by implementing planned access to the Port
Gardner Waterfront and trail connections to neighborhood parks
and the Snohomish Riverfront.
The city has an adopted a Shoreline Public Access Plan that includes
measures to connect downtown to its harborfront and riverfront; most
notably pedestrian and bicycle connections north on Grand Avenue and
westward on Hewitt Avenue. Additionally, Bicycle connections to the
north, south and west as noted in the Transportation chapter and
Streetscape section will be important enhancements for people both
living and visiting downtown. Although these are primarily circulation
improvements, they constitute an important element of a comprehensive
open space strategy.
PLAN ELEMENTS
L.
j- in.tr .. The City of Everett Shoreline Public
Access Plan recommends measures to connect
downtown to a regional trail around the Everett
Peninsula. Connections along Hewitt/Bond
Street and Grand Avenue to Bayside Park are
priority links.
EVERETT DOWNTOWN PLAN - DRAFT 6/29/2006 95
