With the input from the three Planning Commission meetings, the planning team <br />developed preferred downtown plan concepts, which were presented to Planning <br />Commissioners and the public at a February workshop. The concepts were <br />generally endorsed by Planning Commission members and community <br />participants. <br />Following the February workshop, the planning team prepared a range of <br />example development projects for downtown to be tested per current market <br />conditions and construction costs. The planning team also prepared specific <br />recommendations for zoning and development standards, circulation and <br />parking, streetscape and open space, historic preservation, and public safety. <br />At the March 20,2006 Planning Commission workshop, the planning team <br />presented information concerning building heights, floor area ratios, design <br />guidelines, streetscape plans, and open space ideas to implement the concepts <br />presented in the February workshop. The Commission took additional public <br />comments on the plan details and asked that the April workshop include more <br />detail and graphic examples related to building height and floor area regulations <br />and the proposed design guidelines. <br />The Planning Commission's April 18, 2996 workshop considered this additional <br />detail and, following further public comment, the Commission expressed general <br />satisfaction with the plan details. At the May 16, 2006 workshop, the <br />Commission took public testimony, reviewed the areas proposed to be rezoned <br />to implement the plan, and addressed environmental issues. At the June 6, 2006 <br />planning Commission meeting the Commission adopted a resolution <br />recommending City Council approval of the Downtown Plan and companion <br />zoning code amendments. <br />INTRODUCTION <br />Figure 4.
