WHEREAS, the City has reviewed the environmental impacts of the Downtown Plan pursuant to the State Environmental Policy Act (SEPA), with an Addendum to Draft and Final Environmental Impact Statement for the Everett Growth Management Comprehensive Plan -1994 and the Supplemental EIS for the 2005 10 -Year Update of the comprehensive plan; and WHEREAS, the proposed downtown plan and implementing amendments to the text and maps of the comprehensive plan are consistent with the policies of the City of Everett Growth management Comprehensive Plan; and WHEREAS, the land use designation changes proposed by the downtown plan promote a more desirable land use pattern for the Everett community by accommodating projected job and population growth for the downtown, encouraging mixed use, improved development standards and design guidelines; and WHEREAS, the vision contained in the downtown plan is consistent with the Vision 2020 regional growth and transportation strategy as it reinforces downtown Everett's roe as a metropolitan center within the Puget Sound region; and WHEREAS, the Planning Commission has recommended to the City Council the Adoption of the Downtown Plan; and WHEREAS, the City Council has conducted a public workshop and a public hearing to review the recommendations of the Planning Commission and to take additional public testimony; and WHEREAS, the City Council finds that the Downtown Plan provides for the orderly accommodation of growth in Downtown Everett and promotes the best long term interests of the Everett community; and WHEREAS, notice of all amendments to the comprehensive plan and development regulations to be adopted to fulfill the requirements of RCW 36.70A.130 was sent to the Washington State Department of Community, Trade, and Economic Development at least sixty days before the amendments are to be adopted, in accordance with RCW 36.70A.106. WHEREAS, the City Council will amend the various development regulations of the City as necessary to implement the policies and land use designations of Downtown Plan; and WHEREAS, the city will continue to monitor the growth occurring under the Downtown Plan and will periodically review and update the plan to make adjustments as needed to respond to changing circumstances and to ensure that growth in the community is of a desirable character and occurs in an orderly manner; and WHEREAS, the City Council finds that the proposed amendments to the policies of the Comprehensive Plan are:
